Dubai’s business events sector is entering a more deliberate phase of expansion. Following a rise in bid wins and projected delegate numbers, Dubai Business Events (DBE) is positioning this momentum not as a rebound, but as the result of sustained strategic alignment.
In a global MICE landscape defined by tighter budgets and sharper competition, Dubai is shifting from scale to value.
In this interview, Karina Lance, Associate Vice President of Dubai Business Events, outlined how the city is strengthening its pipeline, deepening stakeholder alignment and translating economic vision into tangible value for organisers.
Beyond Volume: A Resilient Pipeline
Lance stressed that recent growth is rooted in long-term positioning.
Rather than chasing volume, DBE has built a diversified pipeline across associations, corporate meetings, incentives and exhibitions, spanning established and emerging sectors.

“Public-private partnership has always been central to how Dubai operates, but what is evolving is the depth of collaboration. Today, partnerships are less transactional and more strategic,” Lance explained.
The DBE Business Alignment Meeting (DBE BAM!) reflects this shift, aligning venues, hotels, PCOs and sector leaders around shared pipeline priorities and delegate experience. “Together, we look at pipeline development, sector priorities and how to collectively enhance the delegate journey from arrival to legacy,” said Lance.
This alignment allows the city to anticipate demand, respond faster and deliver more cohesive experiences.
Targeted Acquisition: Incubators & Ambassadors
DBE’s Corporate Incubator Programme signals earlier, more strategic engagement with multinational organisations.
“This moves the conversation from hosting events to enabling outcomes,” said Lance.
The Al Safeer Congress Ambassador Programme further strengthens bid credibility by connecting associations with respected local experts. Lance said, “It ensures that bids are not only competitive on paper but grounded in real knowledge, relevance and long-term opportunity.”
Together, these initiatives elevate Dubai’s positioning beyond infrastructure to intellectual capital and institutional access.

Dubai’s MICE strategy aligns with the Dubai Economic Agenda (D33), which aims to strengthen the emirate’s global economic standing.
Lance said, “The Dubai Economic Agenda, D33, provides the strategic context, and DBE’s role is to make that vision practical for the city’s business events ecosystem.”
